A new site ShareIdeas.org : Mobile Knowledge for Social Change was just launched for NGOs with the support of Nokia and Vodaphone.  Although not specifically for m-learning, there are case studies about civic engagement, economic empowerment, education, environment, health and safety and humanitarian relief.

It definitely is a wiki site which I plan to follow.

The about page says:

ShareIdeas.org is an online community and a wiki for sharing ideas on how to use mobile communications for social and environmental benefits.

ShareIdeas.org was created with support from Nokia and Vodafone, but belongs to the growing global network of individuals and organizations that use this virtual gathering place to communicate - and collaborate.
