Schools starting to allow them Cell phones continue to pop up more and more in everyday life and are becoming a must for younger generations. So before kids head back to school KHQA's factfinder found out how some Tri-State schools deal with phones. Keokuk, Hannibal and Quincy have began to allow cell phones in their school districts. Hannibal does not allow cell phones during school hours, except during lunch, but only in the cafeteria. Middle and high school students in Keokuk can use their cell phones in the hallway between classes and during lunch hours in the cafeteria.
